Effective March 1, 2019, the Department of the Army has decided to suspend the Residential Communities Initiative (RCI) Energy Conservation Program until further notice.

According to a memorandum from Assistant Sec. of the Army, Alex A. Beehler, residents in Army housing will no longer be billed or paid rebates associated with the program and administrative fees will no longer be charged.

Any rebates earned in February will be the last issued until the program is reinstated. Further, the program will not pursue existing delinquent utility payments associated with RECP. In the meantime, residents will still receive “mock” statements tracking consumption and energy usage for informational purposes only.
